On March 14, chairman of the State Customs Committee of the Republic of Azerbaijan, customs service Colonel-General Aydin Aliyev met with the delegation led by President of the American Chamber of Commerce in Azerbaijan Nuran Karimov.
Welcoming the guests, chairman of the State Customs Committee Aydin Aliyev spoke about the reforms carried out, work done to develop non-oil sector, increase export potential and organize customs activity in the country under the leadership of President of Azerbaijan Ilham Aliyev.
Aydin Aliyev said as a result of the recent reforms carried out in Azerbaijan's customs system, expedient work had been done to facilitate officialization of import-export operations, increase the number of electronic services, adjust customs system to the international standards.
Underlining that the State Customs Committee attached special importance to the business-customs cooperation, Azerbaijan's Customs Service was always ready to cooperate with businesses to ensure the country's economic security, develop entrepreneurship and improve business environment, chairman of the State Customs Committee said cooperation with the American Chamber of Commerce in Azerbaijan was a vivid example of this.
Recalling regular meetings between the officials of the State Customs Committee and members of the Chamber, Aydin Aliyev expressed his confidence that the productive relations would further strengthen and develop.
Expressing his gratitude for warm welcome, President of the American Chamber of Commerce in Azerbaijan Nuran Karimov said they attached great importance to the cooperation with Azerbaijan's Customs Service, underlined the importance of mutual activity in terms of deepening the relations.
Discussions were held on a number of issues introduced by the members of the American Chamber of Commerce in Azerbaijan. Members of the Chamber concerned themselves with the measures to fight counterfeit products, parallel imports, smuggling, especially smuggling of excisable goods, issues on activity and construction of customs warehouses, problems related to customs representation, especially correction of mistakes made when filling in customs declarations, rules of using Green Corridor system.
Giving detailed information about the work done to fight counterfeit products, including smuggling, chairman of the State Customs Committee Aydin Aliyev said customs bodies were fighting firmly against smuggling of excisable goods, but in some cases special concessions envisaged in the legislation regarding import of tobacco products and alcoholic drinks were used for commercial purposes, noted that certain proposals were prepared to prevent such cases and submitted to the government.
Clarifying issue on the activity and construction of customs warehouses, chairman of the Committee said there were enough customs warehouses both at the entries and exits of the country, and in Baku, noted that issue on the construction of new customs warehouses would be reviewed if necessary.
"If the documents of the companies, which gained the right to use Green Corridor system, are in line with the legislation, no problem can occur," said chairman of the State Customs Committee and underlined that measures were underway to expand infrastructure in this direction.
Touching on the parallel imports, chairman of the Committee said no responsibility was envisaged in the legislation to prevent such cases, noted that the proposals would be reviewed by the members of the Chamber.
As regards customs representation, Aydin Aliyev said all customs procedures were realized in an electronic form and any legal entity and individual could use those electronic services without mediators. Noting that correction of the mistakes made when filling in the customs declarations caused some problems in the activity of customs bodies and resulted in the loss of time, Aydin Aliyev said companies must appeal to more professional representations.
Underlining that the State Customs Committee administration was interested in adjusting the customs system to the international standards, increasing efficiency of customs service and ensuring transparency, chairman of the State Customs Committee Aydin Aliyev said both AMCHAM members and other consulting companies could conduct monitoring at Azerbaijani customs bodies.
A decision was made to hold meetings between the heads of AMCHAM member companies and customs officials to have more detailed discussions on the issues raised.
After the meeting was over, the guests familiarized themselves with the projects on the modernization of customs service and "Hedef" (Target) Center at the State Customs Committee.
