Single Automated Management System (VAIS)

The main purpose of the application (implementation) of SAMS in the customs authorities is to achieve the following issues based on "paperless technology":

  • Registration of the goods and vehicles by customs authorities at checkpoints of the state border;
  • Electronic control over the delivery of goods and means of transport to their destination;
  • Simplification of customs control procedures and provision of relevant information during the control of goods and means of transport crossing the state border of the Republic of Azerbaijan;
  • Automated surveillance to the conformity of veterinary, phytosanitary and sanitary certificates while crossing state borders of the Republic of Azerbaijan.
  • Getting road taxes at checkpoints from vehicles carrying out international automobile transportation, issuance of "Permits" forms and centralized accounting for state duties and taxes which determined by the Law "On State Duties" of the Republic of Azerbaijan and the Tax Code of the Republic of Azerbaijan.
  • İncreasing the capability of customs checkpoints in the state border of the Republic of Azerbaijan;
  • Customs clearance of goods and means of transport passing through of the state border based on paperless technology
  • Electronic surveillance over customs clearance of goods and means of transport passing through the checkpoints of the state border;
  • Electronic payment of customs duties and taxes;
  • Electronic registration of customs offenses;
  • Automated risk management;
  • Electronic management of document circulation;
  • Electronic management of staff;
  • Electronic management of enterprise resources;
  • Exchange information with organizations directly or indirectly involved in the process of border crossing and customs clearance of goods;
  • Exchange of information with other states on customs issues and mutual import-export operations;
  • Provide e-services for banking and logistics organizations and foreign trade participants;
