The working group on the trading across borders indicator of the Commission on Business Environment and International Ratings of the Republic of Azerbaijan held the next meeting at the State Customs Committee on September 30.
The meeting was attended by the first deputy chairman of the State Customs Committee, customs service Major-General Ismayil Huseynov, deputy chairman of the State Customs Committee, customs service Major-General Javad Gasimov, chiefs of main departments, representatives of the Ministry of Taxes, Ministry of Economy, Ministry of Justice, Azerbaijan National Academy of Sciences, Food Safety Agency and Agency for the Development of Small and Medium Business, Azerbaijan-France Chamber of Trade and Industry, Equita, BM Morrison Partners and Ernst and Young Azerbaijan companies.
Discussions were held on the work done on the trading across borders indicator and upcoming steps, information was given about the results of the application of the Green corridor gating system, e-declaration, activities envisaged in the Implementation and Communication Plan for the second half of 2019 regarding the foreign trade reforms for increasing efficiency of the business environment and improving our country's position in the international ratings.
The first deputy chairman of the State Customs Committee Ismayil Huseynov said according to the initial issue of the Doing Business 2020 report published by the World Bank, Azerbaijan's declaration as one of the 20 most reformist countries in the world is the result of the economic reforms carried out in our country under the leadership of President Ilham Aliyev. It was underlined that according to the report, Azerbaijan is the only country in the South Caucasus, one of the four countries in the CIS. It was also noted that the Doing Business 2020 report will be fully published by the World Bank on October 24 this year.
Ismayil Huseynov said as part of the priority goals set by President Ilham Aliyev, reforms are carried out to regulate the customs system with more modern methods, create healthy environment of economic competitiveness, form favorable business environment for foreign trade participants.
The first deputy chairman of the Committee said short import declarations, application of the Green corridor gating system paved the way for the acceleration of border-crossing process of the goods and transport vehicles, 470 foreign trade participants were given the right to permanently use this system.
Deputy chairman of the Committee Javad Gasimov spoke about the work done to ensure rapid crossing at the customs checkpoints, form customs representation institute, improve professional knowledge of customs representatives. He said that the main goal in improving customs representation institute and giving specialty certificates is to improve transparency, form rules on proper observation of the customs legislation, ensure rapid customs operations, provide support for the private sector.
Speaking about the work done on the trading across borders indicator, Javad Gasimov gave information to the members of the working group on the results of the application of the Green corridor gating system, e-declaration and other innovations in the customs system, made proposals on the agenda of the next meeting.
At the end of the meeting, chief of the unit for supporting the international trade of the Main Department for Organization of Customs Control and Trade Facilitation of the State Customs Committee Rovshan Namazov made a presentation on "The internet portal of the Commission on Business Environment and International Ratings Digital Calendar" and "Management and Integration Panel".
Three new members - Agency for the Development of Small and Medium Business (1 person) and Azerbaijan-France Chamber of Trade and Industry (2 persons) were admitted to the working group on the trading across border indicator, the number of the members has reached 13.
Views were exchanged on the topics in line with the meeting's agenda, the participants' proposals were heard, their questions were answered.
