Ismayil Huseynov was born in 1974.

In 1996 he graduated from Faculty of Economy and Management of Production of Nakhchivan State University and received a master's degree.

In 2012 he graduated from Law faculty of Baku State University received a bachelor's degree.

In 2017 he graduated from the Faculty of Management of the Academy of Public Administration and received a bachelor's degree.

Since 1995 he serves in the customs authorities:

1995-1998 he worked as an Inspector of Finance-Tariff Division and Chief of Accounting and Control Division in Julfa Customs Administration of Nakhchivan Autonomous Republic State Customs Committee;

In 1998-1999 he worked as an Inspector of "Bere Kechid" customs post and Inspector of Finance-Tariff Division of Baku General Customs Department;

In 1999-2000 he served in the Armed Forces of the Republic of Azerbaijan;

In 2001-2004 he worked as a Chief inspector of "Sabail" customs post of the Baku General Customs Department;

In 2004-2018 he worked as a Deputy Chief and Chief of General Customs Department of Motor Transport;

In 2018 he worked as a Chief of Baku General Customs Department;

In June 25, 2018 he was appointed First Deputy Chairman of the State Customs Committee in accordance with the Decree of the President of the Republic of Azerbaijan.

Married, has 2 children.
