Head of the Brazilian Customs Administration Visits Azerbaijan

On July 27, Fabiano Coelho, Head of the Customs Administration of the Special Secretariat of the Federal Revenue of Brazil, arrived in Azerbaijan on an official visit.

As part of the visit, Mr. Coelho first paid tribute to the National Leader of the Azerbaijani people, Heydar Aliyev, by laying a wreath at his grave in the Alley of Honor.

He also honored the memory of the distinguished ophthalmologist and academician Zarifa Aliyeva by laying fresh flowers at her grave.

The Brazilian delegation then visited the Alley of Martyrs, where they paid tribute to the heroic sons of Azerbaijan who sacrificed their lives for the country's independence and territorial integrity, and laid a wreath at the Eternal Flame Memorial.

During a meeting held at the State Customs Committee between Fabiano Coelho and Azerbaijani customs officials, the current state of relations between the customs administrations of Azerbaijan and Brazil, as well as prospects for further cooperation,
were discussed. 
The parties emphasized the importance of expanding bilateral cooperation and strengthening the exchange of best practices. A presentation entitled "Reforms and Initiatives Implemented by the State Customs Committee" was also delivered.

To strengthen the institutional framework of bilateral cooperation and define future areas of collaboration, the customs administrations of Azerbaijan and Brazil signed the Joint Customs Cooperation Plan for 2026.

Following the meeting, Mr. Coelho visited the State Customs Committee's Targeting Center, where he was briefed through dedicated presentations on the customs service's recent digital transformation initiatives, artificial intelligence-based solutions, innovative
projects, and modern management approaches.

Later, a panel discussion was held with the participation of Colonel General of the Customs Service Shahin Baghirov, Chairman of the State Customs Committee, and Fabiano Coelho, Head of the Customs Administration of the Special Secretariat of the Federal Revenue of Brazil.

The discussion focused on the future prospects for cooperation between the customs administrations of the two countries, with particular emphasis on the importance of exchanging experience in the field of information technology.

Questions from customs officers were also addressed.

Mr. Fabiano Coelho also visited the Customs History Museum.

Mr. Coelho also visited the WCO Regional Office for Capacity Building for the Europe Region (ROCB Europe) in Baku, where he was briefed on the Office's regional cooperation initiatives and capacity-building projects. A presentation on the experience of the Brazilian Customs Administration in the areas of the Authorized Economic
Operator (AEO) programme, the Single Window system, and Integrated Risk Management was delivered, followed by an exchange of views.
