Shahin Baghirov was born on January 12, 1965 in Baku.

In 1986 he graduated from the Faculty of “Economics” of Voronezh State University. 

As a second higher education in 2003 he graduated from the Faculty of "Organization of Customs Work" of the Russian Customs Academy.

In 2004 he graduated from the postgraduate course of the same academy and received the degree of Candidate of Economic Sciences. 

On the basis of appointment he began to work in accordance with his specialty in the system of Agrarian Industry Complex. 

Since 1992 he began to work as an inspector and held various positions in the customs system, and was promoted to the position of Deputy Chairman of the State Customs Committee of the Republic of Azerbaijan.

He worked as the Deputy Chairperson of the United Nations Economic Commission for Europe Working Group on customs matters related to transport, Chairperson of the Administrative Committee of the United Nations Customs Convention on the International Transport of Goods and Chairperson of the Administrative Committee of the International Convention on the Harmonization of Frontier Controls of Goods (1982). 

In 2019-2022 he worked in the Ministry of Taxes and State Service on Property Issues under the Ministry of Economy of the Republic of Azerbaijan. 

On February 3, 2014 he was awarded the rank of lieutenant-general of Customs Service in accordance with the Order of the President of the Republic of Azerbaijan.

In 2010 he was awarded with the Medal of the Republic of Azerbaijan "For Distinction in Civil Service" by the relevant Order of the President of the Republic of Azerbaijan for his services in protecting Azerbaijan's economic interests and effective activities in customs authorities.

In 2012 he was awarded with the order “For Service to the Motherland” of 3rd degree and with the order “For Service to the Motherland” of 2nd degree in 2016 for effective activity in the civil service in Azerbaijan. 

On February 14, 2023 he was appointed as the Chairman of the State Customs Committee by the relevant Decree of the President of the Republic of Azerbaijan.

Married, has 2 (two) children.
