He was born on August 10, 1970 in Bilasuvar region.
In 1987, he graduated from secondary school No. 1 named after N. Ganjavi in Bilasuvar region, with a silver medal.
In 1988, he was admitted to the Baku branch of the Leningrad Institute of Finance and Economics named after N.A. Voznesenki. In 1993, he graduated from the Azerbaijan State University of Economics with an honors diploma in the specialty of economist.
In 1993-1996, he served in the Armed Forces of the Republic of Azerbaijan.
In 1999-2001, he worked in various positions in the Ministry of State Property, in 2001-2005 in the Ministry of Economic Development.
In 2006-2011, he worked as the Head of Department in "Ataholding" OJSC.
In 2011-2020, he worked as the Head of the General Department in the Ministry of Taxes, and in 2020-2022, he worked as the Head of the General Department for Economic Analysis and Accounting Control of the State Tax Service under the Ministry of Economy.
He was awarded the medal "For distinction in public service" on February 9, 2015, and the "Taraggi” (Progress) medal on February 11, 2020 in accordance with the relevant Decrees of the President of the Republic of Azerbaijan.
On December 27, 2022, he was appointed as the Deputy Chairman of the State Customs Committee by the Decree of the President of the Republic of Azerbaijan.
He is married and has 3 (three) children.
