Born in 1976 in Baku.
In 1993, graduated from secondary school with a certificate of distinction and was admitted to the Faculty of History at Baku State University. In 1997, completed a bachelor’s degree in History at the Faculty of History of Baku State University, and in 1999 completed a master’s degree in the same field, graduating with honors.
From 1999 to 2002, taught Medieval History and Fundamentals of Altaic Studies at Baku State University.
In 2003, completed postgraduate studies at Baku State University in the specialty of Theory of International Relations.
In 2004, graduated from the Faculty of Law of Azerbaijan University with a bachelor’s degree in Law. Since 2003, has been serving in the customs authorities, holding the following positions: Senior Inspector of the Foreign Relations Department of the State Customs Committee; Chief Inspector of the Bilateral Customs Cooperation Division of the same department; Head of the Division for Cooperation with International Organizations and Protocol of the International Cooperation Department; Head of the Division for Protocol and Work with Foreign Representations; Head of the International Treaties Division; and Deputy Head of the International Cooperation Department.
In 2007, participated in long-term advanced training courses at the International Law Enforcement Academies in Budapest, Hungary, and Roswell, United States of America.
In 2007 - 2015, successfully completed courses on “Foreign Policy of the Republic of Azerbaijan” at the Academy of Public Administration under the President of the Republic of Azerbaijan.
In December 2025, was appointed Head of the International Cooperation Department of the State Customs Committee of the Republic of Azerbaijan.
Married, with one child.
