He was born in 1962.
In 1979, he entered the Physics Faculty of Azerbaijan State University named after S. M. Kirov, in 1982 after completing the 3rd year of university he was sent to Moscow State University named after M. V. Lomonosov to continue his studies and successfully graduated in 1986. In 1995, he got his second higher education at the Azerbaijan State Institute of Economics and earned the qualification of economist.
In 1986 - 1992, he worked in different positions at the "Structure of Matter" department of the Azerbaijan State University named after S.M. Kirov.
In 1992 - 1997, he worked in the Ministry of Foreign Economic Relations of the Republic of Azerbaijan (specialist, leading specialist, deputy head of department, deputy head of department, head of the Department of Import-Export Operations, member of the board of the Ministry), he was dismissed from his post due to the abolition of the Ministry of Foreign Economic Relations according to the relevant decree of the President of the Republic of Azerbaijan.
In 1998 - 2000, he worked in the State Property Committee of the Republic of Azerbaijan (head of the department, head of the State Property Management Department, member of the Committee's board), was dismissed from his post because of the liquidation of the State Property Committee according to the relevant decree of the President of the Republic of Azerbaijan, and became the chairman of the Liquidation Commission of the State Property Committee.
In 2001-2011, he worked as the director of the Investment Management and Economic Analysis Department (2001-2002) at "International Bank of Azerbaijan" Open Joint-Stock Company, then as a member of the Bank's Board of Directors, Deputy Chairman of the Board of Directors (2002-2011).
From 2012 to 2018, he was the chairman of the Supervisory Board at BOKT "Embafinans" LLC, in 2018 he was the head of the Affairs Department at OJSC "Khalq" Bank, and in 2019 he was the chairman of the Board of Directors of "AKELİK Group" OJSC.
In 2019-2022, he worked as the deputy head of the General Department of Tariff Regulation and Payments of the State Customs Committee of the Republic of Azerbaijan. In 2022, he was appointed the head of the Secretariat of the Committee.
He has been married since 1988 and has three daughters and one son
