He was born on September 30, 1981 in Tovuz region.
In 2003, he was admitted to the full-time department of the Aviation Production Faculty of the National Aviation Academy.
In 2008, he graduated from the National Aviation Academy with a specialization in the organization of aviation production.
In 2011, he entered the Faculty of Law of Baku State University, and graduated as a lawyer in 2015. He is the PhD of the National Aviation Academy.
He has worked as Inspector of the 2nd Passenger Division of the General Customs Department in Air Transport since 2009, as Chief Inspector of the same Division since 2011, as Deputy Head of the General Customs Department in Air Transport since 2013, as First Deputy Head of the same General Department since 2015, and as the Head of the General Customs Department in Air Transport since 2018.
From January 7, 2022, he was appointed as the Head of the General Department for Organization of the Work of Customs Border Crossing Points.
On August 2, 2022, he was appointed as the Deputy Chairman of the State Customs Committee by the Decree of the President of the Republic of Azerbaijan.
On July 12, 2023, he was appointed as the First Deputy Chairman of the State Customs Committee by the Decree of the President of the Republic of Azerbaijan.
He was awarded the medals "For distinction in civil service" in 2018, and "For services in the field of military cooperation" in 2021.
He is married and has 4 children.
